The Federal Government has unveiled a major digital reform that could permanently change how civil servants are managed across Nigeria.
With the launch of the Human Resource (HR) Modules of the Integrated Personnel and Payroll Information System (IPPIS), staff postings, promotions, leave applications and other personnel processes will now be handled digitally, bringing an end to manual procedures and lobbying for preferred postings.
The move marks a significant shift in the Federal Civil Service. Moreover, government officials say the new system will improve transparency, reduce delays and strengthen accountability across ministries, departments and agencies.
Speaking during the IPPIS Go-Live Ceremony in Abuja, the Head of the Civil Service of the Federation, Mrs. Didi Esther Walson-Jack, said the reform goes beyond introducing new software.
“We are not just unveiling a digital platform, but institutionalising a better way of managing our most important resource, which is our people, our employees,” Walson-Jack said.
According to her, the platform now covers the entire employee lifecycle. These include biometric enrolment, onboarding, payroll administration, employee transfers, promotions, leave management, reporting and workforce analytics.
She explained that the platform currently supports all 508 ministries, departments and agencies already captured under IPPIS.
Perhaps the most striking announcement came when she declared that requests for preferred postings would no longer influence deployment decisions.
“Post me here, post me there. I want a juicy posting, no more. It is now digitalised,” she said.
“No more lobbying for posting.”
Furthermore, Walson-Jack noted that combining all personnel records into one platform will eliminate duplicate records and reduce administrative errors.
She added that automated approvals, standard workflows and reliable audit trails will improve transparency across the Federal Civil Service.
In addition, civil servants will now be able to access and update their records through an employee self-service portal without unnecessary paperwork.
“This is the true value of digital transformation. Simpler processes, faster services, better information and greater accountability. Technology must make the work of civil servants easier and strengthen the capacity of government to serve Nigerians,” she stated.
Meanwhile, the Head of Service revealed that the software was developed entirely by Nigerians after extensive testing and technical evaluations.
“Significantly, this solution was built by Nigerians for Nigerians,” she said.
However, she cautioned that technology alone would not deliver meaningful reforms unless work culture also changes.
“We cannot adopt new technology while retaining inefficient practices. The platform must not become an electronic version of old bureaucracy. Processes must be simplified, responsibilities clearly defined and unnecessary delays eliminated,” she added.
The Accountant-General of the Federation, Shamseldeen Ogunjimi, also described the launch as another important stage in Nigeria’s digital reform journey.
According to him, IPPIS began in 2007 with only seven pilot ministries but has now expanded to more than 1,008,800 employee records across 508 MDAs.

He explained that the IPPIS HR Modules now transform the platform from a payroll system into a complete human capital management solution.
Moreover, he said integrating payroll with human resource management would strengthen fiscal discipline, improve workforce planning and enhance transparency in public finance.
Similarly, Chairman of the Federal Civil Service Commission, Prof. Tunji Olaopa, described IPPIS as one of Nigeria’s most successful public sector reforms.
He noted that the system had already helped eliminate ghost workers while centralising personnel records nationwide.
The new HR platform, he added, will allow civil servants to apply for annual leave online, monitor promotions, manage disciplinary matters and update personal information electronically.
Furthermore, Permanent Secretary of the Career Management Office, Mrs. Nkiruka Jones-Nebo, urged permanent secretaries and accounting officers to ensure the platform is fully adopted across government institutions.
She also encouraged directors of human resource management, IT officers and IPPIS desk officers to champion the implementation process.
Meanwhile, the Managing Director of SoftAlliance and Resources Limited, Dr. Bisi Aina, said the indigenous platform represents the completion of a 15-year digital transformation project.
According to him, the locally developed system will reduce dependence on foreign software, lower exposure to foreign exchange challenges and keep sensitive government personnel data within Nigeria.
