NCAA Sanctions Five Airlines Over Regulatory Violations and Passenger Complaint

The Nigeria Civil Aviation Authority (NCAA) has imposed enforcement actions on five airlines—two international and three domestic operators—for violating Part 19 of NCAA Regulations 2023.

These infractions include failure to refund passengers within the required timeframe, mishandling luggage, short-landed baggage issues, and non-compliance with directives regarding flight delays and cancellations.

Michael Achimugu, NCAA’s director of public affairs and consumer protection, confirmed the sanctions on Tuesday.

While withholding the names of the affected airlines, he emphasized the need for accountability within the aviation sector.

“The enforcement we are initiating today is on cases where the airline is deemed to have been at fault. More will come,” he stated, adding that harmattan-induced poor visibility was partly responsible for recent disruptions but does not excuse failure to meet regulatory obligations.

Achimugu further disclosed that airline CEOs would be summoned this week to discuss compliance with regulations and address recurring complaints.

He referenced the NCAA’s earlier statement on December 10, which reinforced strict adherence to refund timelines—immediate refunds for cash transactions and a 14-day window for electronic payments.

The NCAA’s actions highlight its commitment to protecting consumer rights and maintaining orderliness in the aviation industry.
